STEPS TO REPRODUCE
1. start Wayland session
2. press printscreen key, press enter key to open spectacle
3. check "quit after save and copy" option, save the screenshot (plasma shows a notification)
4. right click the notification

OBSERVED RESULT
As you can see in my picture, context menu opens behind the notification.

I can't reproduce this behavior consistently, but it is still happening sometimes.
