SUMMARY
The drag to sort pallette swatch feature is not working.

STEPS TO REPRODUCE
1. Make sure the pallette docker is visible
2. Try to drag a swatch from one position in the pallette to another
3. 

OBSERVED RESULT
The swatch is not moved and as I move my cursor while holding the click the selector seems to be moving with the mouse (i.e. it is selecting swatches)

EXPECTED RESULT
The swatch should be dragged into the position where the click is released within the pallette docker

This was only recentely merged and will be in 4.2, not in 4.1.x since it's a new feature.
