NetworkManager log

SUMMARY
I did not know where to report this bug. Might be because of NetworkManager, KDE, or Ubuntu (I am no systems expert).

STEPS TO REPRODUCE
1. Turn off WiFi
2. Turn on WiFi

OBSERVED RESULT
WiFi panel stuck in "waiting for authorization." Eventually it disconnects. I have repeated this test several times with several WiFi networks.

Whenever this happens I can resolve the issue by typing `sudo nmcli c up <network name> --ask`, which asks me for the network password and then connects successfully. It asks me the password every time I run this command.

EXPECTED RESULT
WiFi connects successfully.

SOFTWARE VERSIONS
(available in About System)
KDE Plasma Version: 5.14.0
KDE Frameworks Version: 5.50.0
Qt Version: 5.11.1

ADDITIONAL INFORMATION
I am on Neon User Edition 18.04. I have the latest packages. I installed it a few days ago and have not modified the system in any way. Other distributions, including stock Ubuntu 18.04, do not have this problem.

Attached is the full NetworkManager log extracted via `journalctl -u NetworkManager`.
Comment 1 Jeremy Potter 2018-10-12 21:33:21 UTC
After reading the log, I think the error comes from this line:

```
NetworkManager[802]: <warn>  [1539374332.9295] error requesting auth for org.freedesktop.NetworkManager.settings.modify.global-dns: Authorization check failed: Failed to open file “/proc/30466/status”: No such file or directory
```
Comment 2 Jeremy Potter 2018-10-15 18:56:29 UTC
When I rebooted, a KDE dialog popped up and asked me the password. After I entered it, the bug went away. The NetworkManager log still shows "/proc/<number>/status no such file or directory," but the WiFi is connecting normally (tested on 1 network).
Comment 3 Jeremy Potter 2018-10-15 18:57:28 UTC
Seems to be resolved, but I really want to know why, so others don't encounter the same issue. KDE shouldn't be the type of desktop where you have to reboot every once in a while just to fix bugs.
