Screenshot of problem. Here, Application Menu has been tiled to the left.

When the Application Launcher, Krunner or any other panel widget such as notifications is open, the Quick Tile shortcuts affect it.

STEPS TO REPRODUCE
1. Open Application Launcher, Krunner or any other panel widget.
2. Use Quick Tile shortcut when widget is focused.
3. The widget will be affected.

OBSERVED RESULT: Widgets are not ignored, but instead affected by tiling shortcuts.

EXPECTED RESULT: Widgets should be ignored.

These are just windows. Any window functionality works of course for them. You can also move and resize them using Alt+lmb and Alt+rmb.

Since there is no resize handles on the widgets, or any way to reset them to the original size, I don't think your conclusion makes sense. It is not very intuitive from a users perspective.

The window manager is behaving correctly. From window manager perspective everything is as it should be. Whether that makes sense for users is a different story.

If you think those windows should not be resizable you need to create a bug report against the application which provides the windows, not the window manager.

The original reason for my report was that this doesn't happen on X11, only Wayland. However, I just tried on X11 again, and sometimes the widgets do actually behave like on Wayland. I will investigate further and file a bug report against the applications instead.
