SUMMARY
System Settings>Appearance:Icons>Advanced Tab allows 7 desktop icon sizes (I have slected 16 which is the smallest), all of which are to big when displayed at 1920 x 1080 @ 92 x 91 dpi. In other words by using a bog standard 24" flat screen through a Nvidia 1050 video card with default settings.

STEPS TO REPRODUCE
1. Just turn on the computer, nothing to do.

OBSERVED RESULT
Default and additional desktop icons are very large.

EXPECTED RESULT
A mechanism (existing method described above) that allows a wide range of icon resizing, especially to make them smaller.

Right click the desktop, Icons → Size.

Yes, that works, perhaps then the task should be to get both icon size methods to work so as to give identical results.
