STEPS TO REPRODUCE
1. add several apps to your favorites list
2. put your plasma panel on top of the screen
3. 

OBSERVED RESULT
Empty space above "Recent apps". See the screeshot.

EXPECTED RESULT
No empty space above "Recent apps".

I can. It happens when you fill up Favorites such that the favorites list is longer than the category list. The window grows and the categories are bottom-aligned. Seems intentional?

Yes, it's because there are so many favorites. Clearly intentional at the moment, but maybe worth revisiting the design to better accommodate this situation.
