SUMMARY


STEPS TO REPRODUCE
1. Use Russian VPN
2. Choose 'Plasma extensions'
3. Choose any option (say Wallpapers or Widgets)

OBSERVED RESULT
Infinite loading

EXPECTED RESULT
Options available for downloading

SOFTWARE VERSIONS

KDE Plasma Version: 5.13.5

ADDITIONAL INFORMATION
It is a Roskomnadzor-related problem. This agency in Russia is supposed to ban illegal websites (weapon shops, child pornography etc). Unfortunately they are monkeys unable to do the job. Therefore, some random IPs are blocked including some IPs used by "store.kde.org". Frankly, I have no I idea how you could solve the problem. But, maybe, you will be able to do something about it. Sorry for the stupid report

I'm sorry you are having a problem accessing some content. Unfortunately, the files you are referencing are hosted on store.kde.org, which is hosted by opendesktop.org. You could contact them to potentially get a Russian mirror set up. Beyond that, I don't think we can help you.
