The VPN does not connect through the network manager.

I added the .OVPN configuration file and when connecting nothing happens. It keeps charging and does not connect.

By the linux terminal I can connect.

Can you verify all options were imported properly?

Does it work if you import the connection using some other means? See also bug #396530.
