1) When you copy an image and its in clipboard memory,it would be nice to have a button or dropdown to choose "load from clipboard"



2)when an image is already in the layer stack it would be nice if you could convert it to a refernce image and vice versa

The load from clipboard part is already present. You can add a reference image via edit > Paste as reference image. It has a default shortcut too which is ctrl + shift + R

As for the second point, i would request the same too. +1

If you don't mind should I change the title of the bug from
- Load reference images from clipboard/ convert from paint layer
to 
- [Wish] Add an option to convert the current layer into a reference image

I'm sorry, I made a mistake. This wish has not been implemented yet. The commit I linked was for bug 340643.
