SUMMARY
Plasmoid's menus are unusable, does not apear or disapear very quickly.
Excuses my english, maybe I use wrond terms for what I want to say.

STEPS TO REPRODUCE
1. click on menu item, on tollbars from an empty desktop
2.

EXPECTED RESULT
Hope to change the size or the plasmoids in the toolbar.
When it worked, by clicking the menu icon, a second part of the toolbar apeared, with tje ability to resizs, supress or add a plasmoid and some features.


ACTUAL RESULT
This enlarged toolbar does not apear. Sometimes, less than once for ten times, a can see what I need apears, for just a fraction of segond. Nothing I can use !

KDE Plasma Version: 5.13.5
KDE Frameworks Version: 5.50
Qt Version: 5.11.1

ADDITIONAL INFORMATION
I have backups on my user configuration. 
If you can tell me whant file to check, I will be able to compare with a version old enought when it worked.

Resolved by myself, it was a question of setup 
I give exact dialogues names in french, do not know witch are the exact formulation in english ... 
"Espace de travail" > "Niveau de prevention de vol du focus" 
Whwn setup to "haut" (high) or more, plasmoid's toolbars are impossible to setup. Lower, it's ok.

I did not exatly understand what means this setup of focus. Is there documentation for this pupose, and would it be a bit more available ?

And I let someone else decide if my difficulty may be considered as a bug or not.

Hope my explanations will be usefull ...
