can you confirm the same problem if you search for "touchpad" in the apps launcher and open it?

Actually I can't, the 'standalone' Touchpad KCM works correctly.

(It only has wrong size on start but that is unrelated.)

To make matters even more interesting, the greyed out (built-in) touchpad KCM is not shown at all (blank page) if there isnt a mouse connected (and touchpad still is). The standalone Touchpad works correctly.

Roman, was this the thing you investigated and couldn't reproduce recently?

Dr. Chapatin, do you know if this is a dupe of something? It sounds familiar but I couldn't find the thing I was looking for.

two days ago I installed neon dev unstable bionic and I can confirm that the touchpad kcm is not working as expected.

Actually, are you sure? That bug was tracking the KCM being *empty*, not grayed out. Also, you confirmed that it was fixed in neon dev unstable based on ubuntu 18.04. This seems like a different issue.
