before reboot picture with a few settings configured.

i have 3 monitors all connected to a single RX470 GPU on a fresh install of fedora 28. after the updates are installed i make simple changes to the desktop to set my primary monitor and put them in proper order and change the wallpapers. then i put a single panel on each monitor and set the task settings for each one to show only tasks from current screen and show only tasks from current desktop.

once i reboot my screens seem to go back to when it was a fresh install. some times the wallpapers are remembered but i get the monitor 'bar' that you get when after a fresh install asking you what to do with the monitors(shown in screenshots). the primary is not primary and the order of the monitors are out of wack. also the 'show only' tasks are not functioning.

in the attachments below is the before(first) and after(second) to illustrate what i mean. also to note this happened to me on the KDE variant of stable manjaro. this does not happen to me on kubuntu 18.04.1 with the PPAs added.

just did some more testing. i get the same issue on kde neon installed from this iso: neon-useredition-20180913-1023-amd64.iso

i also tested with just 2 of my monitors instead of 3 and i get the same thing as well. i did only unplug 1 of the 2 DVI monitors, though. its a 2 DVI, 1 HDMI(DVI->HDMI cable) setup. not sure if that would matter as its working fine on kubuntu 18.04.1 like i stated before. i just wanted to test as ppl have said their 2 monitor setups run fine.

i did xrandr on kubuntu with the monitors working and neon with the monitors not working(as well as when they were working to see if there was a difference between kubuntu and neon when set correctly). it looks as though after a reboot, when things get reset, the displayport which is disconnected is being set as primary. this may be obvious but its just something i found out and thought it might be helpful.

i have found a way around the issue i think, with limited testing, but its not a fix. when i log out or reboot normally see this: https://bugsfiles.kde.org/attachment.cgi?id=115196 the monitor options no matter what settings i choose for displays order or primary, it just always resets to that. well if i click  on that menu to 'unify monitors' nothing happens but if i go into the display settings and unify monitors, then 'deunify' them, i can set my monitors any way i like and it will persist across logouts and reboots.

I saw this popup on every boot on a fresh install of 5.13. What made it stop for me was selecting "Extend to Right" instead of "Leave unchanged" (which I was doing before), as by that point it was already my configured setup.

This seems to indicate that the monitor configuration in system settings should make sure to set whatever switch that the non-"Leave unchanged" button sets to not auto-open the popup.

Also, perhaps the monitor settings popup on a fresh install should be a modified version of the standard one, which could include an option to "do nothing and don't show me this again". It would also provide the opportunity to have a title/description for new users, as well as a link to the system settings display page.

Yep, this makes it stop. Clicked "Extend to Right" and reconfigured in KScreen after that. No more popups.

Improved OSD behavior

Don't ask the user for a screen configuration on login, instead, apply a sane default.
When connecting a new screen, apply a default configuration so the user gets immediate
feedback "something's happening" and then prompt for a configuration via the OSD in case
the chosen default doesn't fit.

I am still getting this bug. I am starting KDE with "startplasma-x11" inside my .xinitrc. I also have the same problem when using Gnome.
