Neon dev unstable here...

Search for "formats" KCM in the apps launcher and open it.
Window shown in my screenshot have both horizontal and vertical scroll bars.
Sometimes such scroll bars disappear when I check "detailed settings" and select another option in "Date/time" drop down (France co-FR, for example).

1. run kcmshell5 formats in Konsole
2. set Region to "United States - español (es_US)"

Result: as we can see in the attached screenshot, Formats KCM has horizontal and vertical scroll bars

Plasma 5.24 beta has a new Formats KCM and this report is no longer relevant.
