Title says most of what you need to know. I use Latte Dock, and if I leave systemsettings5 open when I logout or reboot, when I come back to my session, systemsettings5 is in "demanding attention" mode (bouncing icon). There's no reason for this that I can see; all changes are applied before logging out.
