KDE Neon 18.04
MS Designer Bluetooth Mouse

Seems like despite of default x1.0 setting mouse still gets acceleration after suspend or reboot. To set x1.0 again I need to set e.g. 1.1 and then 1.0 again. After applying, acceleration is 1.0 but is lost after suspend and reboot.
