On neon dev unstable...

start X11 session
turn on the external monitor and connect it to hdmi port
Result: OSD to configure the screens layout does not show up automatically
like under Wayland.

Thank you for the bug report!

However Plasma 5.13.90 is no longer supported by KDE; supported versions are 5.24, and 5.26 or newer.
Your distribution is responsible for providing support for older versions of KDE software.

Please do one of the following:
- Upgrade to a supported version and see if the issue is still relevant
- Report the issue to your distribution

The OSD does not show up on X11 nor on Wayland.

Operating System: KDE neon Unstable Edition
KDE Plasma Version: 5.26.80
KDE Frameworks Version: 5.100.0
Qt Version: 5.15.7
Graphics Platform: Wayland

This is intended when the screen you're plugging in has already been plugged in at least once before; the idea is to show the OSD only for new screens, to help you arrange them.

Is the screen you're plugging in one that you've plugged in before?

If so, does the OSD appear if you delete ~/.local/share/kscreen, reboot, and then plug the screen in again?

After deleting ~/.local/share/kscreen and rebooting, the OSD shown up on X11.

Cool, then it's working as intended on X11. Does the same thing happen on Wayland?
