When more than 2 tabs are open, it is possible to change the order, but it is not possible in case of 2 tabs.

You mean you cannot drag the tabs to reorder them? I just tried it with two and three tabs, and it works as expected in either case. What are your exact steps to reproduce?

Steps to reproduce:
1. Open 2 tabs in kate
2. Try to select any one tab to interchange it's position with the other tab.

Expected result:
Tabs should interchange their positions(As it happens in case of more than 2 tabs)

Actual result:
Nothing happens
