Icons in the dock became transparent after upgrading plasma to 5.13.5, but they function well in other occasions, such as when I click on them. Some of the icons in the taskbar also disappeared, but a few remained the same. Here's the picture: https://s1.ax1x.com/2018/09/15/iELmex.png There's supposed to be a 'File' icon around the cursor, but it did not show up.
I have just installed plasma 5.13.5 in opensuse tumbleweed and I didnt get any such issue... The package you are using is it pre-built or Latte has been built and installed by you? Maybe you must rebuilt Latte in order to work ok

You can export it from the Layouts Editor, - Dock Settings-> Appearance (advanced -> Layouts -> Configure - choose your layout and click Export
