I'm testing plasma 5.14 beta on Arch Linux, but the same problem happened in plasma 5.13.5.
My screen starts to flicker under Wayland when I change its resolution.
Restart Wayland session solves the problem.

How do you change resolution on Wayland - external monitor(s)? No dropdown for changing resolution in Displays KCM

I can not change the screen resolution on my laptop (neon dev unstable), there is no slider to do it.
On my desktop (plasma 5.14 beta) the slider is avaiable as you can see on my screenshot.

The new kscreen solved this issue on my system.
