It should be possible to configure a minimum notification time, or at least configure the default notification popup time. This is an accessibility issue. This is a frequent user request, see e.g.: https://forum.kde.org/viewtopic.php?f=17&t=130425 https://www.reddit.com/r/kde/comments/6x5t0j/is_it_possible_to_change_notifications_popup/ https://www.reddit.com/r/kde/comments/5jpje5/is_there_a_way_to_change_the_amount_of_time/ https://www.reddit.com/r/kde/comments/7zwjdb/how_do_i_set_the_time_that_notifications_stay/
Notification expiration time comes from the calling client. We should't override that.
At a minimum, it should be possible to configure the default used when the application doesn't provide a time. I would also argue it's an important accessibility feature to configure a minimum display time regardless of what the application says, especially considering that most applications aren't configurable in this respect.
I agree that the current behavior is as intended and certainly not a bug. With the clarifications in comment #2, and also considering the evidence of user requests in comment #1, I think this this is a valid feature request, though.
