Any options in the Look & Feel themes disappear after clicking away from the tab. They will not reappear until you close out of the window and reopen the "Workspace Theme" menu item. 

Steps to Reproduce: 

1. Open system settings
2. Click "Workspace Themes"
3. Click any tab other than the "Look & Feel" tab 
4. Go back to the "Look & Feel" tab

Actual Results: All theme options are gone & the "Get new looks" button does nothing when clicked.

Expected Results: Installed themes should be visible & "Get new looks" button should launch a dialog when clicked

Fixed in the Plasma 5.13 rewrite.
