The Featured page that Discover shows on launch sometimes takes a few seconds to load all items. Until that's happened, it should show a busy indicator spinner thingy.

Don't hold fetching featured apps upon start

Makes for a quicker display of the initial page. The code is already adapted
to the use-case as we do the same when opening by uri.
