During several weeks the widget for managing PackageKit remained showing Network offline and did not try to perform any update of the software.
I finally found that command line command "pkcon refresh" cleared that status and right after performing that command the widget showed quite a number of packages to update.
In my view the widget should perform this command when started or a button should be available to refresh the status of the PackageKit widget.

The reported behavior is apparently gone.
