What desktop environment is that? It looks like the Qt platform plugin it provides returns incorrect font information.
It's XFCE with the OpenBox window manager.
Any suggestions of avenues for debugging I could explore?

I don't think that video helps, unfortunately. It's just a walk-through of the installation process on Manjaro, and doesn't exhibit the same bug. Thanks for the suggestion though. If anyone knows how the fonts are chosen for the times on the timeline and text in popup dialogs, and which theming and font systems are involved in that choice, that would probably be helpful information. For example, why are only those fonts affected, and not the rest of the application?
