Some parts of the program are not full translation, only american english takes place in language

all untranslated strings in your screenshot are translated using locale tr in neon-devedition-gitunstable with kdenlive 18.03.70

This is a packaging issue. If you use official releases, translations are included from the source tarballs; when building from git, one must fetch translations from KDE svn server, which is not always feasible on some build platforms...
