The language I selected in Ubiquity is only partially applied to the installed system. And no language is set as default in System Settings → Regional settings → Language (the list is empty).

I had the same problem on neon dev unstable.
I selected pt-br language in neon installer.

The settings in systemsettings are for the user. What you set in ubiquity is for the actual system as whole. If you have nothing set for the user specifically the setting set by ubiquity is used. The language list being empty simply means there is no user specific setting.

in my case, language list is empty and "Add languages..." button is disabled.

OK. As a user I was expecting that language/locale settings for the first user created was also set in Ubiquity.

That seems like a separate issue to me. I don't have the 'Add language…' button greyed out, and I had no problem adding languages in the KCM post-install.

Reading your comment once more, I'm a tad confused. Do user accounts by default already inherit the language preferences set in Ubiquity? If so, is it just a visual thing that the default language is not displayed in the KCM?

the disabled add languages button is a bug with a proposed fix https://phabricator.kde.org/D15115

And yes, by default the KCM will not show you anything as configured, which is to say that the system language settings apply. design-wise I find this fairly underwhelming, but then actually determining the *system* level default is super tricky because of how localization works on POSIX systems. bug #3397974 has marginal background.
