When you install a snap, the installation itself is ok, but the status of the installation stays to "Installing" forever.
If I check out the snaps installed on my system in a terminal with the command "snap list", I can see that the snap is actually installed.
If I try to exit Discover, a message says that it's impossible because an installation is running. So, I terminate Discover within KsysGuard, and when I open Discover again, the snap package is listed as "installed" as expected.

I think I've experienced this too. What distro and what version of Discover are you using?

I'm using:
- The distro KDE neon 5.13
- Discover version 5.13.4-0xneon+16.04+xenial+build119

I have found out that also the uninstall process of a snap never ends, just like an installation.

This issue also happens in 18.04 (Bionic) based neon. I can repro this with a fresh install in VirtualBox.

Oh, and the snap I was trying to install is MuseScore (just in case this bug doesn't happen with all snap packages).

Just confirmed that this bug happens in recent git as well, tested using the Bionic preview version of KDE neon Developer Edition Git-Unstable (plasma 5.14.80, frameworks 5.51.0, Qt 5.11.1, kernel 4.15.0-34-generic).

I tried to install screencloud on neon dev unstable and can confirm the problem.
Snap package was installed but discover froze before to complete the progress bar and used an entire cpu core until I killed its process.
