Change brightness based on the majority color of screen.

KWin is not in control of the brightness and thus this is out of scope.

Yeah, I wasn't too sure of where to file this.

Can you please tell which KDE component deals with brightness, so I could re-open it there?

I think this is out of scope for everything in Plasma.
