The render export resize settings are amazing during animation export.

it would be good to have something general like this for normal art to.

its very dangerous to be a distracted artist

you need a smaller version of a fil, then you need to resize it ,export, and make sure you remember NOT to save.
If you do save you just destroyed the HIGH REZ version of the image

it would be good to have export settings for size for that reason.

it would also make it much quicker to resize multiple sizes for different sites and purposes.

Only needs conform sizes, same ratio, not different ratio's that would be something else

How should it be implemented from the user perspective, in which dialog? File -> Export? That way user would get three dialogs: export size, then location, then format settings.

My suggestion:
--------------
Let's have export size saved into .kra documents just like we save selections. Then just use the saved export size when exporting, without asking the user.
The export size could have both:
- crop area
- scale.

Changing the export size (crop): at first we could just use "Convert selection to export size" or something like that, or maybe use Crop Tool: "Crop [Export Size]" instead of "Crop [Layer]" etc.
Changing the export scale: maybe in Image -> Properties? It could be added to the Create Image area as well.

Advantages: no need to ask the user about the export size.
Disadvantages: what is someone wants to export it in multiple sizes; they would need to go somewhere to change the export size, then export, then go there again and change the export size again.

I would just do it in export settings as it is for the render settings
