Just like the title, the download from "https://files.kde.org/kdenlive/release/Kdenlive-18.04.1d-w64.zip" didn't pack proper translation file as it packed in appimage version.
And for solution for it is also simple: download appimage version and unpack it and copy file in "usr/share/locale" to "data/locale"

@emohr Yes.
It seems no translation has imported and Linux edition has same problem too.
