Steps to reproduce:

1. Start Kate
2. Alt+F3 > More actions > Special Application Settings... > Size & Position > Enable Size > Apply Initially: 650,300
3. Resize Kate to some size different than the size set in the step (2)
4. Restart Kate
5. Result: Kate starts with the size set in the step (3), does not follow the Kwin rule set in the step (2)

Expected result:

Kate starts with the size set in the step (2)

Solved.

Also, you need to set: Ignore requested geometry -> Force & Yes (in the Alt+F3 menu)
