org.kde.plasma_applet_dict don't want to load plasma_applet_org.kde.plasma.dict.mo .
Load successfully when renamed to plasma_applet_org.kde.plasma_applet_dict.mo .

Thanks for report and digging out the actual cause, fix now in and should be part of next LTS 5.12 & 5.13 versions.
