your attachment is mixed up. but I can confirm the bug. I have a maximise + xdg shell bug to fix for 5.14 maybe it's related

Same behavior in plasma 5.14 beta, Arch Linux. Wayland native windows never open maximized under Wayland. Some windows (dolphin, okular and system settings, for example) ocuppy the whole screen but the button in window decoration indicates that the window is not maximized.
This issue report is quite old. Can you please confirm, that it still persists with Plasma 5.23?
