First of all, I am not sure which product I should have created this bug into...

I am from Argentina, however I prefer to have my system configured in English, and the issue I have is that, even that the language is English, under "Numeric, Currency and Time Formats" (System settings -> Regional Settings -> Formats) I configure the "Region" to be "Argentina", and now the "long format" for the time is in spanish: https://i.imgur.com/TBscdmJ.png

I tried changing this to be either United States or UK under region, but then it would change the short format to be MM/DD/YYYY and imperial system for units.


What I want is to have the time, money, numbers, and all of the settings in normal "International" format, while the text to be English.

This is particularly annoying since I use KMail for work and when I reply to an email I get half English, half Spanish template:

Being able to choose a different language/region for specific applications, would also be great
