Games has heavy FPS dropdown during wallpaper changing. Add ability to stop Slideshow Wallpaper when composition disabled.

I'm not doing any special cases in wallpaper code. 
Also we have users who have compositing disabled, so that's not an option.

Though we also have reports about not moving items on resolution changes. Maybe we want to look into disabling plasmashell when an _KDE_NET_WM_BLOCK_COMPOSITING  atom is set, might be doable.

How is this not a bug? The original report describes something that certainly feels like a bug. Is there nothing we can do here? Maybe we could just stop the animated transition effect when compositing is enabled?

There is nothing we will do on X.

For wayland we can stop sending frame events to obscured surfaces. That's in the queue.
