test case:

1. turn Ink depletion on (check)
2. check Soak Ink
3. turn Ink depletion off (uncheck)
4. Soak Ink is still active (paint something to ensure)

tested on windows 7 and 8.1

Can confirm. The Soak Ink setting stays on even of Ink Depletion is off.
