I'm running the latest stable version of Linux Mint with KDE on an HP x2 detachable. UPower reports no power supplies present, even though this is a two in one laptop. How can I fix it?

That's clearly upower issue (kde just uses the data provided by upower).  I recommend you take the issue up with your distro.
