kmail doesn't honor Subject and In-Reply-To in mailto: links

- Go to https://mail.kde.org/pipermail/plasma-devel/2018-June/086088.html
- Click on the "noreply at phabricator.kde.org" link

Actual behavior:
 A new kmail composer window opens with empty Subject. The source shows that In-Reply-To is also not set.

Expected behaviour:
 A new kmail composer window opens with "Re:D13232: introduce Custom color set" as subject and the In-Reply-To field correctly set.

Confirmed, it works if subject= and in-reply-to= are both in lowercase
