For example: I started running Civ V through Steam at 22:57. At this moment, the desktop does not update. The clock on the taskbar remains at 22:57. Widgets that update processor/memory usage freeze. Taskbar does not reflect open windows. If I quit civ V (close the program) the desktop reverts to proper operation. Time is correct, widgets update, taskbar reflects open programs. If I restart Civ V, desktop reverts to the 22:57 version. Again, widgets don't update, time goes from the correct time back to 22:57, taskbar reverts to the 22:57 state.
