Falkon won't run on versions of Windows earlier than 10 without this component, and the installer doesn't check for it: https://support.microsoft.com/help/2999226/update-for-universal-c-runtime-in-windows

You used the URL for the English locale. You can actually leave it just as  https://support.microsoft.com/help/2999226 , so that it will redirect to the user's own language.
