As soon as I _disable_ "Screen Energy Saving" my system never gets send to sleep, even though the "Suspend session" setting is still enabled and set to 30 minutes. If re-enable screen energy saving, my system will be suspended just fine.
Today I witnessed that a notification from a Konversation in systray preventde the screen from going into energy save mode.
I can't confirm the problem. Arch Linux suspends my desktop computer as expected when "Screen Energy Saving" is unchecked in power management settings. However ny laptop running neon dev unstable never suspends, no matter if "Screen Energy Saving" is checked or not. But I think that this is another problem. This issue was filed a while ago, not reproducible by Patrick Silva in 2019, and a number of things have changed regarding suspend policies leading up to Plasma 6.0. With the current information, I don't think this bug report is actionable right now. Can this be retested on a more recent Plasma version, perhaps with an eye on the Battery applet to check that nothing else is blocking sleep?
