Adding this, I have the same problem, which also appears intermittently for window titlebars as well. Since updating to Plasma 5.13 I get this all the time. I'm adding an attachment below. I'm on X11 running Plasma 5.13 on Neon (based on Trusty, for future reference).
Created attachment 113253 [details] Cursor size changing Here is a picture. Occasionally, the cursor also changes to an alternate (such as the Breeze-Dark cursor). After updating to 5.13 and trying to reset my cursor, now on Chrome I always get a small (non-HiDPI-scaled) cursor. I was able to sort of fix it by changing the cursor size from "resolution dependent" to "48" to "resolution dependent" and back to "48," which seems to have reset something under the hood. Now I don't get the size change in the titlebar and application menu, but I still do at random times (when loading a new program). Mousing over a "separator" widget in the panel still seems to produce the size change.
Finally, after changing those settings a few time and restarting, the problem seems to have stopped, so I guess this happens intermittently. Also, to be clear, I recently submitted a bug report where the problem was my settings had gotten corrupted, but that was on Kubuntu and this is on Neon, so not related. If this tends to happen, perhaps the issue is that system settings are wonky in general.

I had the same problem (changing cursor size while moving over blank screen, window title and window) and the same solution (set fixed size "24" instead of "depended on resolution"). I think that little fix should be replaced by official patch by KDE.
