This shows that "tiny" window borders do not allow resizing.

Window resizing does not work when window borders are on "tiny".

From the looks of it this bug seems to be isolated to the Arc theme.

Can confirm with both the "Arc" and "Arc Dark" window decorations in 5.15.0.

Will leave it up to KWin devs however to determine if those decorations themselves are doing something wrong or not.
