I just submitted Bug 393718. This one is essentially the same issue but for a different software component.

The Device Viewer has a tree view to show various devices on the system. The leaf items in this tree view should always activate with a single click regardless of the double-click-to-open-files setting.

Let me be more explicit. I expect only the leaf items to ignore the double-click setting. The non-leaf items are OK to expand with double-clicking.
