Using openSUSE Tumbleweed 20180427, kmail (libkdepim 18.04):
When replying to a HTML-message, all formatting options are included in the reply:

Am Dienstag, 1. Mai 2018, 10:40:13 CEST schrieben Sie:

Expected behaviour: Only text is included in reply

In 5.8.2 it became slightly better, but still formatings for Umlauts (&uuml;) are contained
