1. Create a 100% transparent bitmap.
2. Set the secondary color to something opaque.
3. Make a rectangular selection, and move it.
4. The transparent stuff is filled with the secondary color. This happens with either 'Transparent' or 'Opaque' modes with the selection tool.

Undo doesn't know about the filling side-effect.

This is with v18.07.70 built from source; this bug is old as dirt tho.

It's rather obnoxious. A user can work-around it by just not using transparency.
