The former is a kind of "garbled sheet of paper", while the other one is a locked padlock. My actual problem is that this icon is used in Plasma, in the "desktop toolbox" menu, in the option to lock the widgets while they're unlocked, and looks really weird and doesn't make any sense. The opposite icon, used to unlock, is fine (the expected open padlock). I'll take this opportunity to thank the maintainers of Oxygen (in all its branches, be it widget style, Plasma style, icons...) for their awesome work in a set of icons and themes that I adore =) I know they're not the "in" themes anymore, but I love them over any other nonetheless. Ah, forgot to add that while these paths and the screenshot are from a Mageia system, this is not a packaging issue. The same thing happens in Debian or Archlinux, for instance.
