The IPTC fields:
Location
Sub-Location
Province/State
Country

Should all be editable fields for each individual photo. The IPTC spec lists these fields as descriptive for the subject matter. As such, they should not be included in Metadata Templates. These fields should be editable in the right panel->Captions->Description. Where you can already edit: Titles, Captions and Keywords for each photo.

To customize metadata edition, open "Item/Edit Metadata..." dialog and go to IPTC/Location tab. All is here.

The Captions/Information tab from right sidebar is just a viewer or can be able to apply a pre-configured metadata template.

I do not know if I understand the bug report correctly. Why should not these fields appear in a template for editing? Imagine being an event photographer and taking photos of events in different cities. With a template you can quickly add the places. Or because the fields in the right sidebar are only readable? We already have the Bug 302527. Otherwise you can edit this information in the Metadata Editor individually.

This is where I propose, and believe, that the location fields should be editable.

I don't mean the read only section, there is a section in the right side bar that allows you to edit the caption and title. This is where these fields should be. 

@Maik, We should also be able to edit metadata for many selected images at a time without the need for a template. We can already do this in bulk with titles and captions. Location fields should be the same way.

@Gilles, the method you propose is clunky and does not encourage good data management habits. Though, it is an option.

I just looked over that bug report. I did not find it when I searched. Which I did before I submitted mine. 

All of the comments appear to be about this issue. And I would comment that it has been discussed since at least 2012 (and version 2.x). With many other bug reports in that thread being marked as duplicates of it.

I have been a professional for 22 years. And have taught digital asset management (and raw image editing) to college students. This is a huge stumbling block to being able to use this software in a professional manor. 

Thanks for pointing me to that report.
