Despite unchecking "Use" of the "Remote URL Change Notifier, it appears twice in the "System Settings" "Startup Services" -- once with "Use" checked and, once with "Use" unchecked.

Both entries display "Status" as "Not running".

Starting "systemsettings5" from a Terminal CLI includes the following trace:

kcm_kded: reading kded info from "/usr/lib64/qt5/plugins/kf5/kded/remotedirnotify.so" autoload = true dbus module name = "remotedirnotify"

"~/.config/kded5rc" has the following entry:

[Module-remotedirnotify]
autoload=false

With openSUSE Leap 15.1 this is no longer an issue.
