grouped icon in taskmanager does not respond on click after a while,
i.e, it does not show the active windows and therefore they cant be activaterd.
workaround :
- killall plasmashell && kstart plasmashell
this restores functionality.for a while; some minutes or hours, it varies.

this is a repeat of an old bug in plasma4 ?

I also observe this. Running plasmashell 5.12.6 on ubuntu 18.04 LTS.

I observe a similar or the same behavior with openSUSE Leap 15.1 and KDE 5.12.8. It seems that the group pop-up does not work after one has clicked on an icon in such a group pop-up referring to a window that is located on another desktop. The workaround also fixes that problem until one clicks the next time to a window:
killall plasmashell && kstart plasmashell

sorry for being late with responding. 
The issue is gone, cannot reproduce it anymore.
